PennDOT holds title to both buildings, but still must complete the transaction and pay ''just compensation'' for both properties. But what PennDOT has offered as ''just compensation'' does not come close to meeting the true value of the property, said Frank Halkias, who, along with his mother Irene, owns the restaurant and the real estate. The state's offer is the equivalent of what the Halkiases paid for the restaurant in 1987.
